The plaits are to take the weight of his mane off his neck while he is working, and is what is called a working plait. Means you can leave the mane on the horse to protect them while they are in the field.
The fly fringe is, in his case, making use of the "ears" which are only cotton, but just muffle the sound of traffic slightly - he went through a bad phase of being a bit traffic shy ... this way he hears less, and focusses more on me. For most horses it is the fringe to protect the eyes from flies as to why he is wearing it - but DJ has a good forelock, and doesn't need it.
